Answer: Hello Earl, Yes they can. It could be as simple as a shop light with one warm white and one cool white 48″ 40 watt fluorescent tubes (cheaper and in my opinion as effective as the more expensive special “full spectrum” plant grow tubes) to start seedlings or you can get this kind of grow light to grow plants in an indoor plant room.
